Kim emphasized the plight of thousands of mothers who find themselves trapped in a cycle of probation or parole due to their inability to afford the restitution, fines, and fees associated with their legal cases. While on probation, they face constant risks of being sent back to prison or jail, not for committing new crimes but for technical violations such as missing meetings with their probation officers.
