According to the Atlanta Police Department, Officer S. Thomas said she noticed the man walking around without shoes on out in the rain. She asked him if he needed some shoes and socks, he replied, “yes.”
She went out and bought them but when she returned, he was gone! Later, keeping the shoes in her car, she found the man again and that’s when this video was taken.
